FileMaker Server has two independent account layers. The Admin Console account controls server management access. Per-file FileMaker accounts (defined in Manage Security) control who can open each hosted database and what they can do inside it.
Admin Console account
The Admin Console account is set during FileMaker Server installation. It controls access to Admin Console (database management, schedules, logs, server config). It has nothing to do with who can open databases — that is controlled by file-level accounts. Use a strong, unique password. Change it in Configuration → General Settings.
