Extended privileges are add-ons to a privilege set that enable specific network or integration features. Without the correct extended privilege, no amount of record-level permission will let a user access the Data API or connect via ODBC. They are a separate, explicit gate.

Extended privileges vs. record permissions
Record permissions say what data a user can touch. Extended privileges say how they can connect. A user with full record access still cannot use the Data API unless their privilege set has the `fmrest` extended privilege enabled.
